Why does TPL/PTSC not use a possible Apple license to put on presure on HTC&Co.?

I just have to believe, that a Apple license exist. And I don't understand TPL/PTSC, why they don't make that topic public. Of course, there are many reasons not to do so, but if they want to build up more presure to the other compaies like Samusng, HTC, ACER, it would be IMO helpful.
