that the company WILL issue dividends on common stock as a matter of policy.
There have only been past references to issuing dividends at the descretion of the BOD when conditions were deemed allowable. These statements go back to 2005/2006 when Pohl announced the initial dividends. I also believe that these references are included in our quarterly filings, but these are not binding statements; not "Declarations"
More modernly, what shareholders are hanging their hats on are statements made at the Shareholder meetings while in session and in less formal converation, where BOD members have stated that dividend payouts are what they would like to or expect to do; BUT they have not elevated that intention to the level of an announced formal corporate policy. Why NOT ? Do they want to keep their options open ? Do they not want to be held accountable for actually doing it as a matter of it being a required event ??
If dividends are infact the intention of the BOD, why not put it in a policy declaration, why not provide that kind of visibility and potential assurance for Shareholders ? Don't you think this would be received as a very encouraging and positive motivator for investors ?
Why not tell Shareholders that they WILL distribute 5%, 10%, 20%, 50% or 75% of any profits which pass down through the JV into PTSC's corporate account ?
They can always change the % declaration as conditions change, but why not at least start with a guaranteed conservative number ?
Why not officially notify Shareholders that dividends WILL be issued at x% of MMP profits, subject to profits being passed through to PTSC ?
Why haven't they elevated their stated intention to the level of a Policy COMMITMENT ???
*I have my own opinions as to why they haven't gone the next step beyond only non binding intentions.
