I don't want to get confused, but it sounds like Cliff agreed that the formal ruling was last Wed. (which is what Ron, ease, yourself, me, and others have said since Wed.) during your conversation. AND--you did not talk with him about when a PR would be released, but that it is your understanding that SEC rules say it must fall within 4 days of the release--is that all right?
