Perhaps it's related to the Moore Agreement, but PTSC themselves never indicated they were a party to that Agreement, quite the opposite.

I find it VERY curious that the company is releasing this at this point in time.

My guess... the suspiciousness of filing it now is outweighed by the risk of not have the material in an 8K filing at all. I think it's a completely long after the fact CYA.
