I'd wait until there was an upcoming major event, like a legal decision or a stock holder meeting - or both. I'd get the stock price moving in the direction I wanted, and then make my real money making move - buy or sell.

The problem with this plan, with this stock, is there is so little volume trading at such a low price. It would hardly seem to be worth the effort and risk, unless you're a small fry just learning the manipulation business.
