From what I recall some license where close to the1/4’s end… so it was hard to tell which ¼ they fell into…

May17th is the mandatory 3rd settlement conference (the 24th the report is due) … even if we get settlements we wont know if our bargining postion has improved,,, but would like to see some increases,,,,,
