All things being equal - ceteris paribus - (that is the important part) the hotter the chip, the slower it runs. Heat impedes electrical signals. Heat is a byproduct of voltage and the chip can only run so fast, and the hotter it gets the more impedance there is. This is non-negotiable and is a physical fact. Please read about it on google before replying. Lastly, for all, this will not be a black and white, clear cut decision. This will almost be a philisophical decision. In the middle of D-Day do you think Ike thought it was a sure 99% chance win when his paratroopers were scattered all over normandy and many troops were held up on the beeches? Of course he didn't. It worked out in the end though and many of us now due to hindsight bias probably don't know how close a call it was at times.
