Baher Haroun from Texas Instruments (TPL called him as a witness) is at least partial author of the link that refers to a PLL with a wide operation range, which means IMO the ring oscillator VCO within a PLL is allowed to run freely within a range, which means it is not tightly controlled and acts like a free running ring oscillator and is tracking the CPU and is running based on process, supply voltage and temperature. I believe that is our argument and IMO it is a good one. Good luck to us!
