It's a statistic that doesn't apply here. You should ignore it. If the available shares for shorting are increasing, it can mean only a couple of things: 1. more shares have been authorized by the company which can either be bought and held long or borrowed in a short play. 2. Restricted shares (those held in an individual retirement account or, shares held in a trading account which is not authorized for margin or, shares held in a trading accound where the account owner has desiginated his/her shares not to loaned for the purpose of shorting have been sold into the float and have thus become borrowable for shorting. The increase of available shares which can be borrowed for shorting doesn't mean there are more short, only that their could be more shorts.
But, since one can't short a penny stock (still waiting for a way that one can), none of this applies here.............so ignore it!
