For me the both NDOC and ITC are important.

I would ask myselves how is it in an educated country like the us possible, that based on the same patent, based on the same issue, complete different legal decisions can be made....

To me as a non-us, it would look like:

"one judge may say well this is the colour white and another will say about the same colour, well this is black.....!"

hmmmm.....usual for you? well, then i learn a lot about another legal culture!
