Doesn't Carlton Johnson have a seat at PDS and can refuse to offer HTC a license? Since there are three available seats at PDS, only two have been filled by Lecky and Johnson and both have to agree to a license. This is probably an over simplistic view. Push forward. I'd rather die a quick death than be tortured for the next three years.
