When the Agreement was inked, I wrote to the SEC, provided the fee, and requested an unredacted copy under authority of the Freedom of Information Act. Their return correspondence advised me that the document was provided the requsite protection, and that it would be not be available for full viewing until 2017.

I suspect that in a legal proceeding the full document would become available to the parties, but that's a discussion for another day.
