The right time will be when they are more fully aware. That could be with a big buck settlement (what to do with the $) or some other "clarifying event". I'm not trying to be elusive here. But IMO the worst thing they could do is announce their current intent, then their new current intent the next week, and again the next week, until the end of time. I'd rather be semi-blind than be totally blinded by trying to follow a bouncing ball.
I actually sympathize with the BoD's current situation of undoubtedly wanting to formalize and communicate a plan when recognizing that there are so many things in play that could, as I said, significantly alter the landscape. An "if this happens, or if this happens, and if this happens" approach won't fly.
Hope for that "clarifying event". Heck, for all I know, the victory last week may have been it. Or not.
