Didn't Leckrone have to approve the 3rd member as well as Carlton Johnson? If that is the case that would explain the impass as neither side would agree to the 3rd seat. It seems Carlton is acting now because Leckrone will be stepping down from PDS and have his place represented by a credit committee member.
