I would believe that BaFin has jurisdiction over German stock exchanges. Patriot stock is traded on those exchanges (Munich, Stuttgart etc) under the PQE symbol (not PTSC). Someone must have registered the PQE symbol and somebody must be the transfer agent of record and someone must presumably be a market maker. Can someone with working knowledge of PQE in Germany determine the history of its registration in terms of both time and contacts? Can someone also explain how PQE prices would affect PTSC prices, or was a portion of PTSC shares set aside to underpin a separate pool of stock to trade independently as PQE? This stuff is way out of my comfort zone!
Depending on what is in the minds of BaFin, their investigation might stretch to TPL which claims its European HQ as Ms. Neal's home in England, and the would be under cover of EEC scope.
