the licence contract (conditions and amount of license fee) the license contract gets valid.

PDS has refused several license contracts which where brought by TPL in the last year because the terms were not acceptable.
Hence TPL is not in the position to finalize any license contract and therefore only if PDS (Johnson and Venkidu) agree with the terms a license gets sold.
