Seems like their strategy is to price a license below the, "nuisance value", --A "Fire sale"--it would be an offer that they could not refuse,,,,,,Rather than to fight for some higher amount that would cause the infringer to ,,"PUT up a FIGHT"....With the outcome 'In Doubt'..

Simply put,, less per deal,,BUT many more deals signed for less expended per deal..

Seems like a workable approach to quicker money...
