As for 3 cents its been down as low as 2.5 cents a couple of times over the years and there was not a huge amount of action it was just walked down slowly.

Most folks, one might suspect, are just sitting back and waiting for the promise of dividend from future licenses. At 4.5 cents it could be a real bargain if things play out well. The price is being, it appears, carefully monitored and managed, perhaps in anticipation of some breakout news. As is often said here: "We shall see" I would only ask that it be in this lifetime...
