As you can see in both reports (thanks to BaNosser for posting it) there were no receivables from PDS both in January and February.

The only revenue from licensing business came from the Fast Logic portfolio as documented in a footnote:

"TPL and HSM Portfolio LLC entered into a Fast Logic license agreement in June, and the net amount due TPL is shown in Gross sales"

Hence we can't deduce anything from these reports re: the amount of the HTC license.

Either PDS didn't receive any money from HTC so far or PDS didn't distribute it (for unknown reason = speculation).
