Because Alliacense (CEO Mac Leckrone) claimed ownership on the Reverse Engineering Documents (RED). Alliacense is NOT owned by TPL (Dan Leckrone).

If Alliacense would have lost arbitration re. RED they only could have serviced core flash/fast logic. Here are appeals from TPL pending. (IMO patent troll issues)
