I brought this up a few times of the years, not only Germany but in all of Europe and Asia, only to be ridiculed and shot down by the likes of Ron Ron. I think it is simple, using hind sight of course, that the bastards running the show were too lazy to file in in other countries. And if we did file, nothing was ever done with it.
