The licenses to semi-conductors are not free; they are one-time, up-front lump payments, at least so far. Thus they are ``royalty-free``, down the road. On the other hand, the systems makers` licenses either are, or will be, inclusive of royalties. Different markets; different types of licenses; different payment terms.
Yes, the money is in the bank, or now a portion thereof; net of expenses, subsequent or otherwise. And, $7mm of it has been set aside to pay the dividend in March.
``Disbursement`` was the term used, I believe, to reflect the fact that these are funds from a related-party, NEWCO. You can`t recognize ``revenue`` on sales to a related-party (i.e. - you can`t sell something to yourself and book it as revenue). NEWCO has the revenue, and then we get a portion of it in the form of a ``distribution``. Whether those ``distributions`` are recurring (from HP and Casio) is the big question of the day. I think it is still 50/50.
