I agree with your basic assessment. People wonder why that cute bill about healthcare for kids was defeated. How could those bad republicans not like kids. Well, it so happens they do like kids but they didn't like all the extra earmarks that the dems tried to add to the bill in the the name of health care for kids. McCain was one who voted against the bill for those reasons.
