“Using reconciliation to ram through complicated, far-reaching legislation is an abuse of the budget process.The writers of the Budget Act, and I am one, never intended for its reconciliation’s expedited procedures to be used this way.

Funny that the right wing would glom on to that quote. Seeing that they used reconciliation to pass $900 billion worth of unpaid for tax cuts (ie adding to the deficit) during the Bush years.

Note that Dick Cheney cast the tie breaking bote in one of those reconciliations.
