First some notes on Wolfs post...... Then please read - My Reform Bill below.......

in the house bill check out pages #92, #119, #169 all talking about the timeline on when we folks will be forced to let the govt pick what insurance we get and how much of it we get. When I say we folks I mean we and not Congress.

Also note in the house bill section 2531 there is really an anti tort suit statement - thats right anti tort law suit meaning if you states reduce tort suits they lose money. pages #1431 - 1433

Go to Senate bill and note that Doctors will be penalized if they issue to many test based upon age.

Why can this bill not be a bill but a true reform?

Make it simple just a few pages such as the Gettysburg address was. I think the more pages they throw in the more confusing it is and therefore the more bueracracy they will need and the more people will interpurt it the way they want.

Here is a few suggestions.

!. A simple limit on the amount that can be won in malpractice suits. Such as $50,000 a year for living expenses and if need be in rare instances life time private in house health care. Plus a set lawyer fee.

2. Insurance companies must be required to accept preexisting conditions and cannot kick out an insured for any medical condition they get while on the policy. Also companies can cross state lines to sell policies.

3. A catastropic policy should be allowed that can be bought by all those who do not want to buy regular insurance and feel they can pay for their own medical needs. If these folks should happen to get sick and do not pay then they will not be able to get rid of their debt by bankruptcy and their homes will not be taken from them but they will need to pay say 5%of their income the rest of their lives if need be to pay off the debt.

4. If insurance is not bought by a individual due to lack of income or mental capacity the govt will provide for basic health care as it does now. However this state of mind and situation will have to be proved and as soon as that individual is able to work etc then 2 -5% will be deducted to reimburse the govt for the health care delivered previously.

5. Illegals will be able to get emergency care. However it will be mandated that if hospitals give this care they will need to ascertain citizenship. If the individual is illegal then the care will be given but ICE or border patrol will be call and will detain the patient. If the hospital refuses to follow this protocol then they will not be reimbursed by federal or state and in fact will be fined or lose other federal monies. The emergeny care will not be followed up with any other outpatient care as the individual will be on their way home.

6. Babies born by illegals will not be automatically citizens of the USA. I think it is the 14th amendment that is presently used as a way around this but the amendment always claimed that allows babies of foreigners to American citizens was put in for former slaves and not for illegally born foreigners. It is about time that this should be acknowledged. No other country allows this type of automatic citizenship which then provides for relatives to stay in the country with the baby.

7. Medicare will not be reduced to pay for this new bill as is presently proposed.

8. Any new money that may be needed to pay for these items will come from including all federal workers including Congress and the President in this bill and in Social Security. In addition a Vat tax of no more then 1% can be instituted to help pay for this care but and this is important this VAT tax must go to health care and not more govt workers and cannot be increased by more then the mandated 1% without a vote of the legal citizens of the USA and the vote to pass needs two thirds majority of voters to pass.

I am sure there should be a few more REFORMS but this should be a good start.

This is my opinion and I would appreciate what the rest of you USA citizens think of this.
