I'm not sure. NNVC has worked with a number of universities, good professors. So the links are there. But I think they really want to go at alone. Which is interesting, because its not a very easy market to dive into. You should be looking for the shorttrack development at the FDA if I'm not mistaken. Must say have not been paying attention... check the advfn board. (the top 3 posts...)
