Stockholders and any buyers in the wings seem to continue to await clarification in finilization of LOI or new reasons to buy.

Perhaps news of other altenative energy sources are holding things up(ie Bill Gates and his slow rolling neuclear reaction) or maybe the market is waiting for the offered side of the market to lighten up in a significant way.
