If there is multi-billions of dollars worth of ore up there, there is no way that the government won't help out with getting a railway/road put in.

Ontario is looking to diversify its job market, and they also want to connect the northern communities and provide true employment for these communities. They just need an excuse. The potential tax on $20+ billion in mining development will be enough incentive, which is probably at the very low end of the scale.
