I know some people who owned a PetValu franchise for many years, and operated it diligently. When they were ready to retire, they found more than one buyer for their store, but PV head office turned the prospective buyers down, each time.

In the end, PV decided to operate the store themselves and found a way to charge a substantial penalty to the former owners, who felt they were very unfairly treated.

Whether Woolcombe had anything to do with this corporate policy, or not, I don't know, but there does seem to be a theme with these proposed new management people.
