Two questions, Orange, but only one answer needed.

The squeaky wheel gets greased. The gov't did act capriciously and arbitrarily in response to complaints from others when they shut down the airstrip. And the present situation is an attempt to get a bit of grease added again.

The real answer is to fix the friggin wheel so it runs properly and don't need no grease, but that is only dreaming.
