I am sure that Noront and Cliffs would start tomorrow if allowed. We have to wait for the normal process of everybody talking and then they can come with the agreed upon PLAN to build. You don't put in a permit application without knowing what you are allowed to build. Cliffs wants everything they ask for and so do the FNs and governments. The end will be something in the middle. I am going to guess that it will be satisfactory to me too. I have not waited for all these years to give up now because some are unhappy with management or government.
