While capturing 100% of the value added processing jobs here in Canada would be nice the Ontario policies only require that the raw material be processed here in Ontario. Concentrating mine run ore into a 'cleaner' chromite concentrate probably meets the minimum requirement that Cliff needs to meet. Direct Shipping Ore probably doesn't. So the direct shipping ore will probably get processed in Canada and mine run will get concentrated and shipped.

Companies are going to attempt to do whatever is best for them. Think about the situation where BC forestry companies add a predrilled wiring hole to 2x4 studs so that they can avoid the US softwood lumber tarrifs on raw softwood lumber.

If the net cost of final processing was cheaper here then in China it would all be processed here and shipped as a more refined product overseas. Right now it isn't. Given Ontario electricity rates Cliff is squeezing the government on those rates as a trade off for costs vs jobs.

On a related note I can't recall where or how NOT was going to process its chromite ore. Might be an interesting point relative to what Cliff is planning.
