And it's very likely that they would have known the market they were entering into given that they are not strangers to planning and feasibility and the affect that this would have on metal markets. Therefore why would they announce this to the world knowing full well that their competition would become aware of it? Are they throwing out the gauntlet in some way for a reason that is beyond any future anticipations that we might have? Or is it that the US has plans that will require a significant increase in the available Cr?
