I have no idea where ministers of the different factions of government stand as far as decision making. I am of the opinion that a minister acts more as a chairman of a committee. In this capacity they are not really the decision makers, but rely on their caucus members to discuss and come to a decision. They then relate that decision to the public. As a result, I think it not necessary for the minister to visit the "Ring" area, although a good idea if she wants to input into the discussion of the area. It is however most important that the actual policy makers visit if they want to have a more knowledgeable discussion on what they will be later making their decisions. Only my thoughts. the deputy
