Just a couple of comments on a rainy day;

The existing pipeline doesn't come within a thousand kilometers of Churchill, Man.

Churchill already has a port facility for large ships.

The whole east coast doesn't need oil. They have all they need locally.

"Northern" in this case, is used simply to indicate 'not southern'.
