Thank you for your complaint to the Ontario Securities Commission (OSC) alleging market manipulation involving Noront Resources Ltd. (Noront).
Roles of the OSC and IIROC
The OSC regulates the capital markets in Ontario. We make rules and enforce Ontario's securities laws to provide protection. Under provisions in the Securities Act (Ontario), the OSC has recognized the Investment Industry Regulatory Organization of Canada (IIROC) as a Self Regulatory Organization (SRO).
Among the various duties performed by IIROC, it monitors trading of securities on and across all stock exchanges and other equity marketplaces to ensure compliance with the Universal Market Integrity Rules (UMIR) that cover trading activity in Canada. IIROC staff use an advanced technology system known as the Surveillance Technology Enhancement Platform (STEP), which offers a unique consolidated view of trading on all marketplaces that helps to detect unusual activity. STEP gives IIROC the tools, including real time capability, to monitor and identify possible violations of UMIR.
Regarding your concerns pertaining to trades marked as anonymous, using broker code 001, they are not necessarily traded by one dealer firm, nor are they necessarily acting on their own behalf, but more usually effecting client orders. Any of the Toronto Stock Exchange's (TSX) Participating Organizations (PO) may choose to have trades posted as anonymous. TSX Trading Services and IIROC have access to the dealer information of any PO that posts a trade under anonymous.
