I don't think Cliff is interested in taking NOT over right now. To many things on their plate. I think its more likely that Cliff dropped about 10 million shares on the market through anonymous to reinforce a message to the province and the Feds. Announcing your pulling out of the game and concurrently having the next biggest player's shares crash sends a pretty clear message to government to get off their butt. Might be coincidental that the province has the ROF in play right now. If Cliff picked up the shares in that long running $0.24 range and dumped them at an average of $0.20 or so it would have cost 1/2 a million or so (maybe less with all the anonymous cross trades) to send a message along and get some action from government.
... Been There (Be interesting to read the insider ROF story if it ever comes out)
