Why would any government, with so much need for funding and so little of it to go around, spend money if they didn't have to? They wouldn't would they? So being that there is Chinese interest in providing rail and likely other things I would expect the gov't to delay as much as possible in committing to just how much they would lay down. Is not KWG in touch with the Chinese? Weren't our elected officials overseas for more than just dinner and dancing?
