The boom was already over by the end of 2014 and Cliff's didn't have a proposal until 2011. There is no way a chromite industry could have been established in 4 years, and even if it were it would have started up in the middle of the resource depression and would have lost tons of money.

However Ontario may yet miss an opportunity for the next commodity boom if and when that should arrive. But the way the world economy is going the next boom may only be a fart.
