Goldstar, there is Lots that is confusing.

for example...who is in the driver's seat when it comes to decisions on roads?

As an example, we are led to believe that we are waiting for final approval from FN's for a route to the ROF.

So, if this is the case, if the FN's want to build a road in treaty#9...would they not just ..do it? If they are building a road primarily for community use, does it make sense they have to get the Ministry to "allow" them this right?

Yet, below is an example to question.

you can see the  winter road from Marten Falls 

 

 

I posted this from yesterday’s news.  You can notice in the link above  from kwg that there is no visible route to get from Eabametoong to Nakina or Pickle lake.

Looks like she’ll need not only funding but also “approval” from the Ontario Ministry to “allow”, this road.

Eabametoong Chief Elizabeth Atlookan also issued a statement, describing the agreement as "a new pathway to prosperity for our youth."

 

Atlookan said federal and provincial government funding will be needed for training and other support, including additional provincial road funding.

So my question is ...

When building a road in the treaty 9 area, do you need permission from the Ministry or from the FN's?

If the answer is FN's , then why am I reading a document like:  Marten Falls Minister’s Order #FN-01-2012-D to allow for Marten Falls First Nation to re-align a winter road from Nakina (Ogoki Forest) to Marten Falls First Nation reserve.
