Actually, the $CDN is higher than the $US so the U.S. price"should" be lower.

I use TDAmeritrade and I find that it is very difficult to get the "low price." That is not a reflection of being "ripped off" (IMHO) but the fact that this stock has a low volume on the OTC and moves quickly is both directions.

One possibility for getting your price is to place you bid and leave it open for an extended period (GTC). It may get filled. However, if you think that this project is for real, then 2 or 3 cents will not mean much in the final analysis.

My personal experience is that the stock has traded between $.85 and $1.07 for some time. I try to get $.85 but I usually have to settle for $.90. I place my bid and it seems to get filled (if you buy in small chunks).
