In a recent article, Madagascar's DECIM (Digital and Energy Connectivity for Inclusion for Madagascar), received a $400 million credit facility from the World Bank.

Nuran was mentioned in the article, and would appear to fit the description of what DECIM is trying to accomplish.
"DECIM aims to mobilise private capital to help reduce Madagascar’s connectivity gap. Operators are already laying the groundwork, with infrastructure spends increasing across the board. We reported earlier this year that Orange signed Network-as-a-Service (NAAS) deals with NuRAN Wireless and Africa Mobile Networks (AMN), while Telma has also signed upgrade agreements with Ericsson."
Is Nuran able to apply to be a part of this, or would Nuran have to find financing for this project with Orange by themselves?
