My guess is that Nuran needs a carrier-neutral license, like cat1. Not a license specific for Orange. That would not go well for objectivity and market fair to only support one company. Even if they will errect towers and only operate Orange during contract there is a life after that contract. My guess it's the lawyers that stopped it and wanted a new license. 

My suggestion about the back and forth about the license.
