I am sorry, for the most part I agree with your post. However, as I have noted before, we just don't have all the information. I would suspect, given your assessment that this release could have been done earlier, that management was waiting on something and it was longer coming than they expected. I am not suggesting any technical issues, but rather a delay at BAE or the possible signing of a PDA. They held off for a reason, and by this positive release on a Monday morning, I am hoping more good stuff is on the way - stuff that was expected by now. I am sorry, but it can take some time (longer than anticipated) to get a deal done if dealing with multiple possible partners.
