I think this is in line with what I said. The event happens first, the report comes next. And there is an unavoidable time lag in between, be it 5 seconds, 5 hours, 5 days, or 5 weeks – just to name a few.

In the case of technical milestones you have some options to delay a report. Think about the repeatability issue, for instance! I am not suggesting POET behaves one way or the other, I am just saying it is possible.
