If it's not just BAE, my top guess for another location right now would be at the Glenn Research Center in Cleveland.

The "Government" Phase III mentioned in Geoff's contract has to be the NASA SBIR and I'm 90% sure the work is being done at GRC.

They have a cleanroom and a quick google search suggests that they do lots of work with III-V semi for solar and MEMS.

I believe that Geoff was paid all last year to consult at GRC (and BAE, POET Lab) in the development of the components for a deep space orbital probe.
