it was stated " 3 to 5 weeks", that puts it somewhere between Jan 20th to Feb 7th. thus they are not late on the NR. But, yes in general they have been late with expected NRs. this is a dynamic environment POET works in and is subject to change at any moment. there have been additional MSs installed to accomodate potential PDA's concerns, that cost money and time.

Pinetree/Sheldon have come up with some cash to help eleviate the "money issue" ( IMO, I would preferred the BOD/management spend some cash and exercise options, would have done wonders for the "confidence factor"). IMO, they have received some low ball offers from potential PDAs and have therefore decided to fund the MS themselves to this point.

I believe that it was the right time to take the additional funds before the annoucement of crucial MSs and a potential deal with BAE or other military contractors and eventually PDAs to take this to fruition ( design kits).
