I would say that POET wouldn't want to sign until the UConn royalty could be renegotiated. It's just a guess, but it's a sensible one. As soon as POET agrees to a partnership with BAE the existing agreement with UConn kicks in. If they can renegotiate it first, they can then begin to sign off on any partnerships knowing what they stand to gain.
