I don't think that this HP stuff is really POET stuff.

They say: "The Systems Research Lab is developing ...", which means:

They are developing something on their own, i.e. in their system research lab.
They are "developing", i.e. this is an ongoing process which has not yet come to an end.
The process is taking place in their "system research lab", i.e. this is basic research, no more, no less.
What they are developing is in no way production-ready. I'd guess they are years away from that.
The wording of the rest of that paragraph – including the photonics – indeed resembles III-V materials and what we know about gallium-arsenide and the POET process. Okay, why not! They have to explore new ways to reach their goals, because the only path known today is patent-protected.
