I think it means they both win...BAE gets their military hardware, while POET gets BAEs' fab facility to produce chips.

It seems as though the plan is to use BAE facilities to manufacture exclusively, until such time that demands requires expansion.

It also says that there is a lot more to come, there is no other way to intrepret "this rapidly evolving capability."

Which means they will be looking for another fab facility as I doubt (but am not certain) that the Nashua facility has a lot of excess capacity.
